Instructions say do it on "the first day of my birth angel (Anael) following the new moon....".
Her day is Friday; new moon will be Friday, Oct. 16.
Do I do it the 16th, wait till the 23rd or use compatible angel? Bb

Remember that the 16th is the DARK moon, the new moon in a calendar is actually the dark moon. The new moon, is either the 17 or 18th depending on when the first visible crescent shows up. I usually take that entire three-day orb off from magic, making the new moon Oct 18th. So the first Friday following the new moon in October is not til 10/16 which is kind of late in the lunar cycle for new moon work. If it were me, I would personally consecrate it on Monday, 10/19 in an hour of Anael. BB
